1999. After 25 years of Indonesian occupation, East Timor is going to the ballot box for a referendum on its independence. The UN sends a group to oversee the voting. Regardless of the outcome, the UN guarantees the East Timorese it will stay after the vote, but it is a promise it can't keep. Hundreds of thousands of Timorese are deported to the West of the island by Indonesian troops who try to make it look like voluntary exile. While thousands seek refuge with the UN and the situation deteriorates from day to day, UN headquarters orders the mission to evacuate the country and return to Australia. Julie, Mark and Ron, three volunteer civilian police officers with the UN mission, protest against the decision. Backed by Liz Savage, an Australian TV correspondent, they are driven to make amends to the people they tried - and failed - to protect.
