Dr. Hida, one of the last major witnesses to the atomic bomb dropped on Hiroshima on August 6, 1945, posits the following theory: the A-bombs of Hiroshima and Nagasaki were used as tests. The doctor himself was exposed to radiation and treated the wounded within hours after the explosion. Today, he continues to treat the some 250,000 survivors of the bombing. Using rare archive footage, the film describes the workings of the laboratory set up by American scientists in 1946 on the site of the bombings to observe and question survivors, but under orders not to treat them, nor provide Japanese doctors with the results of their tests.
