Gendarmes are soldiers who don’t fight and policemen who are part of the armed forces. Since the Middle Ages, this double vocation—military and police force—has formed a complex, unique institution, a “French model” adopted by more than 40 countries: Guardia Civil, Carabinieri, Royale Khmer Gendarmerie, etc. It is a local force (departmental guard) which is answerable to the highest state institutions (Republican Guard) and maintains law and order (gendarmerie mobile). How did this force, founded under the Old Regime, succeed in supporting the advent of the Republic, then democracy, in France and the entire world, since the “French gendarmes” are there to maintain law and order in all planetary conflicts.
