ENDESA is the leading hydro-electrical company in Spain and Latin America. It is outstanding for the emission of 73 million tons of CO2 a year, for being the fourth European company in emissions causing climatic change. It has been condemned by the UN for the violation of human rights and genocide of the Pehuenche-Mapuche people owing to the construction of the Ralco power station in the upper Biobio. Since 1997, the Mapuches made their opposition by having recourse to indigenous Latin American law. But ENDESA, which up to that time was a public company, has been privatised. In May, 2004 they started flooding the Ralco valley and filling the dam and so 70 indigenous families were moved out and “invited to live in the high mountain range” where they stayed during more than three years without electricity.
