Timor, l'expérience onusienne
While we seem unable to rebuild a country politically, by establishing a sovereign state, and economically, by rebuilding the essential infrastructures, we should remember that a similar experiment was conducted by the UN in East Timor between 1999 and 2002 under the direction of Sergio Vieira de Mello. He received a mandate from the secretary general of the United Nations, Kofi Annan, to represent the international institution in Iraq. He lost his life there in August 2003. Sergio Vieira de Mello was the architect of the reconstruction of Timor. In a long interview illustrated by rare film footage, Sergio Vieira de Mello explains the various phases of reconstruction, the accomplishments as well as the setbacks of a mission that could have served as an example for all reconstruction efforts in other countries under UN supervision.
