In France, political asylum is the center of an often simplistic debate. At Ofpra, the organization that examines the applications of asylum seekers, things are less cut and dried. How do they know if an asylum seeker fulfils the criteria set by the Geneva Convention? How do they know if the persecution is real or if an application has been trumped up by people smugglers who exploit economic refugees? How do they make a just decision when faced with the stories of applicants? This film examines the work of civil servants in charge of these cases, their interviews with applicants, the questions, doubts and arguments that nag them. It casts much-needed light on the question of refugees.
