The amount of polyvinyl chloride to be found in household refuse increases year by year and its incineration liberates dioxins whose dangers are well-known. Between recycling, substitutes and prohibition, the points of view have been heard in Brussels, publicly or in the corridors of Parliament. The film shows us what lobbyists call the 'scalp dance" –their skill at discreetly mining information, communicating and finding the right alliances in order to impose their point of view and make their weight felt in all the decision-making. Through the problem of polyvinyl chloride we catch a glimpse of one of the new ways in which decisions are made and which escape Parliament. This is the famous and controversial "voluntary engagement," negotiated by industrialists in such as way as to avoid an overly legislative framework.
