In 1929, during the first five-Year Plan, Stalin had the House of Government built. The building, which contains 500 flats, was appointed like a luxury ocean liner. It was a world unto itself, with a dining hall, cinema, theatre, and a selection of shops. On instructions from the Party, deserving veterans of the Revolution as well as members of the Party and State elite moved into the building. The film presents a lively picture of the Soviet Union, including the current symbols of power, seen from the perspective of the inhabitants of this center of power - and powerlessness. The reminiscences of widows and descendents of the first generation of this fortress's inhabitants provide a highly personal chronicle of the 20th century, centered on the history of the building.
