It is 1938, and Giovanni Palatucci is named police commissioner of the City of Fiume. Taking advantige of the strategic location of the Port of Fiume, Giovanni finds himself in a position to help Jews fleeing the Nazi Reich. And when Germany invades Poland, setting off World War II, he and others set up a fully-fledged clandestine network. Meanwhile he breaks up with Alida, an italian nationalist who supports the fascists, and falls in love with Fiamma, daughter of a Jewish judge. In 1943, Italy withdraws fom the war, and the Nazis invade Fiume. Giovanni and Fiamma, together with Marius, a Hungarian boy they have adopted, escape to Switzerland. But Giovanni decides to return to Italy and continue his rescue work...
