What is so special about the Ouagadougou Detention Center and Reformatory is its organization: 750 inmates are left to themselves in a building designed for 400, under the authority of an inmate dubbed the "yard chief," who is a cog in the wheel controlled by prison authorities. Thus a traditional chieftainship exists, reproducing the tribal and village hierarchy. What rules and means do they use to make 750 "criminals" accept their inhuman detention conditions?
