On December 16, 1999, a natural disaster devastated Venezuela and claimed between 3,000 and 15,000 lives. Some 126,000 disaster victims were left homeless and dispersed by rescue organizations in makeshift shelters. The media inundates us in images of the catastrophe which concealed the personal tragedy. With 45 other families from Montesano in the State of Vargas (coastal zone of Caracas), Reina Costa, a mother raising four children alone has lived in the “Galpon 3” shelter for more than a year. In the name of the community, she has been fighting for the housing promised by President Hugo Rafael Chávez Frías. “Falta un pequeño detalle!" — that is the recurring response of government officials to justify the delays and changing relocation programs. By examining her combat for a decent life, we go straight to the heart of the political, social and economic realities of modern-day Venezuela. This is the tragedy of the “displaced.”
