The GAL - Groupe Antiterroriste de Libération - created by the Spanish government, with the complicity of the French authorities, was the author of the biggest wave of terrorism modern France has ever known. Between 1983 and 1987, the French Basque country was the scene of dozen of shootings, bombings and kidnappings which left 27 people dead and over 30 seriously injured. The targets were suspected members of ETA, the Basque separatist organization. In order to wipe out Basque terrorism, two democracies, France and Spain, found no better solution than the use of state terrorism. How and why ? The film responds through portraits and interviews with some of the main protagonists plus rare archival footage. The fruit of a long, exhaustive and dangerous investigation.
