In February 2000, the existence of a pedophile's CD Rom, including thousands of pornographic images of minors, came to light. The investigation revealed that at the moment of this revelation, French justice had in fact been in possession of the CD Rom for the past year but had closed the case. The film raises major questions about Europe's pedophile networks and points an accusing finger at French justice in several cases. The film's inquiry into the traffic in children extends as far as Romania.
