In the Indian state of Gujurat, there operates the Open Court, a revolutionary "institution" created by a disciple of Ghandi just after Indian independence and administered by the tribal village communities, without regard to caste. In this very special tribunal where everyone can take the floor (its motto : "No silence in this court"), justice is dispensed by the villagers. With the entire community involved in the decision of compensation about to be taken, the community itself ensures its proper implementation. This "self-managed" justice has proven so successful in this region that the Justice Ministry has adopted the prototype and since 1985 has tried to establish it in other regions and in some urban centers.
