April 1978. Marc, a student at the ENA school of administration, is on his first training course at the prefecture of Laon. His first case file immediately confronts him with a dilemma. It concerns a man, an old African, who asks the current French Republic to honor a debt contracted under the colonial France of yesteryear : to recognize the role played by the soldiers more or less pressed into service to fight in the appalling European wars.
