Elf, an Africa Under Influences analyses in detail the historical part played by Elf in the typically French neocolonialism, especially in Gabon, in Congo and in Angola. The film shows how a secret dominant machinery which was devised, developped and protected by the State, was established soon after the decolonization. Composed of the statements of the major actors, political decision-makers, ambassadors, "special" advisers, heads of intelligence, departments and secret agents, the investigation describes the development and the running of the system from De Gaulle to François Mitterrand and Jacques Chirac : information and influence networks, protection of the governments in office, economical controls, struggle with foreign companies, secret financial networks...
