The "Regional Council" is a French power structure citizens know little about. First of all, it is a recent structure. Then, it has a budget that is too low for its prerogatives. A result of decentralization, this "buffer" structure between state and administrative departement now has to evolve if it is to conform to the framework of European development. From work in the field to the Plenary Assembly, not to mention the different meetings, encounters, negotiations, discussions in cars and at cocktails, the film describes this complex and poorly-known mechanism of regional power.
