In the early 50s, some disastrous government decision-making led to a population explosion which today represents a major problem for the Chinese nation. The State was forced to introduce a birth control policy. The film documents the consequences of this policy via the creation of "family planning" operations in two small cities in the Sichuan, a mountain province representative of the Chinese population.
