Many South Koreans died fighting the dictatorship. Their families created Yugahyup, the national association of victims for democracy. 1998 marked the 50th anniversary of the Declaration of human rights. It was also the year of the investiture of President Kim Dae Joong, who claims to be a champion of human rights. Early in 1998, Yugahyup began a new crusade by proposing a law to rehabilitate the victims, and demanding a new investigation into the reasons for their mysterious disappearances. On November 4 of the same year, the Association demonstrated outside the National Assembly, demanding that this legislation be adopted. The conflict goes on...
