Belgrade, March 24, 1999. The first NATO missiles strike the Serbian capital. The allied operation to put a stop to Serbian aggression is under way. Between the negotiations and the threats, between the threats and the air strikes, it took long months before Europe decided to go to war. Henceforth a question that had remained unanswered came to the fore: who was at the origin of this now controversial initiative? This film is a genuine investigation that seeks to disentangle the diplomatic knots, political interests as well as the new balance of power that this decision occasioned. Using extraordinary archive footage which retraces the episodes of this inexorable spiral, the film also records the points of views of the principal players in the conflict: Javier Solana, Hubert Védrine, Christopher Hill, Klaus Kinkel lift the veil from more than a year of secret negotiations.
